Overview

Inaugural National Inter-University Moot Court Competition 2026

On 23–24 July 2026, the Moot Court Forum (MCF) hosted its first-ever National Moot Court Competition, a landmark step toward institutionalizing mooting in Rwanda. Held under the theme “Technology and Human Rights: Advancing Justice, Accountability, and Digital Inclusion in Rwanda’s Hybrid Legal System,” the competition brought together law students from five accredited law schools across the country, alongside judges, practitioners, academics, UN agencies and civil society partners.

Preliminary rounds opened at ULK Kigali before panels of judges and legal experts, and the final rounds took place at the Supreme Court of Rwanda, followed by an awards ceremony recognizing excellence in advocacy, legal writing, research, and human rights reasoning.

Teams argued The Prosecutor v. Jean-Pierre Havugimana, a cutting-edge problem set before the Pre-Trial Chamber of the International Criminal Law Section of the African Court of Justice and Human and Peoples’ Rights under the Malabo Protocol. The case challenged participants to consider whether AI-powered biometric target registers, state-directed deep fake campaigns, and the algorithmic denial of healthcare and food constitute genocide and crimes against humanity, arguing both Prosecution and Defense across four legal issues.

Delivered in partnership with universities, the Judiciary, and development partners, and supported by HDI Rwanda and the Development Bank of Rwanda Plc, the inaugural edition laid the foundation for a sustainable national mooting tradition, with future editions envisioned to expand into regional and international collaborations.
